1.0 =
; Name
of the Group
1.1 Barnton
Parish Plan Group (The Group) =

2.0 =
; Purpose
of the Group
To
guide and progress the Barnton Parish Plan (The Plan) towards implementation
and completion on behalf of the local community. Through undertaking the following
processes and tasks:
2.1 &n=
bsp; Raising
community support for the Parish Plan;
2.2 &n=
bsp; Ensuring
wide community participation and consultation;
2.3 &n=
bsp; Identifying
local priorities through consultation and analysing for inclusion in The Pl=
an;
2.4 &n=
bsp; Working
in partnership with individuals, local authorities and organisations to&nbs=
p;complete
The Plan;
2.10=
Pro=
ducing,
launching and distributing the final Parish Plan;
3.0 =
; Membership
of the Group
3.1 The Group is made=
up of
11 people who either reside or work in the Parish or have some other
close and regular connection with the Parish.
3.2 No more than 3 me=
mbers,
can be members of the Parish =
Council.
3.3 =
; The
Group can also co-opt additional members as and when it sees fit.
3.4 =
; Any
member can resign from the Group by notice in writing to the Chair or Secre=
tary.
4.0 Appointment of
Officers and Allocation of Roles
4.1 =
; The
second Group Meeting, elected a Chair, a Secretary and a Treasurer.
4.2 =
; The
Group can also elect other necessary officers i.e. Vice Chair and Publicity
Officer.
4.3 =
; The
Chair cannot be a member of the Parish Council and has to be a resident of =
the
Parish.
4.4 =
; Other
members of the Group can have specific roles as the Group sees fit.
5.0 Frequency and
Conduct of Meetings
5.1 =
; The
Group shall meet as a minimum, monthly.
5.2 =
; Members
shall receive and agenda, plus 7 days written / e-mailed notice.
5.3 =
; All
Group decisions or disputes will be resolved by voting with a majority of t=
he
members present - Chair to have the casting vote in the event of a tie.
5.4 =
; The
quorum for meetings of the Group shall be 5
5.5 =
; The
Secretary shall minute all meetings of the Group and circulate them to memb=
ers within
7 days of the meeting.
6.0 Working Groups=
The
Group will:
6.1 =
; Appoint
working groups as it sees fit to deliver on the Plan.
6.2 =
; Provide
terms of reference.
6.3 =
; Ensure
they have their own Chairs nominated by the Group, who will report back on
progress when requested.
6.4 =
; Ensure
that a Working Group cannot co=
mmit
the Group to any expenditure in relation to the Plan.
7.0 Financial Mana=
gement
The Group
Treasurer shall:
7.1 =
; Keep
full and proper financial accounts and records.
7.2 =
; Monitor
all income and expenditure and report regularly.
7.3 =
; Prepare
6 monthly financial reports fo=
r the
Parish Council on the Plan and liaise with them on cash withdrawals, paymen=
t of
invoices and accounts.
7.4 =
; The
Treasurer - approved by the Group - shall put in place an expenses handling=
procedure
8.0 =
Amendments to the Constitution
8.1 This constitution can only be amended by=
the agreement
of a minimum of 70% of members of the Group.
9.0 Winding Up the=
Group
9.1 =
; On
completion of the Plan, the Group shall be wound up and any unspent grant
monies shall be dealt with under terms and conditions of the grant agreemen=
t.
9.2 =
; Any
unspent non-grant monies shall either be used for implementation of the Par=
ish
Plan or as the Group decides at the final, open, public meeting of the Grou=
p.
9.3 =
; No
individual member of the Group shall in any way benefit from any dispersal =
of the
Project funds.
This
constitution is now agreed by all members of the Barnton Parish Plan Group.=
